NATIONAL COUNCIL FOR THE BLIND, MALAYSIA

National Council for the Blind, Malaysia/Majlis Kebangsaan Bagi Orang Buta, Malaysia is a non-govermental , non-profit and tax exempt organisation registered under the Societies'Act of Malaysia, which officially came into being on 14th February 1986.

The five major voluntary organizations serving the Blind that make up this umbrella body are:

1. Malaysian Association for the Blind (MAB) based in Kuala Lumpur

2. Society of the Blind in Malaysia (SBM) based in Kuala Lumpur

3. St Nicholas'Home (SNH) based in Penang

4. Sabah Society for the Blind (Shsb) based in Kota Kinabalu, Sabah

5. Sarawak Society for the Blind (Sksb) based in Kuching, Sarawak

Functions of NCBM

1. Coordinate the activities of member-organization and encourage and facilitate cooperation between them.

2. Provide a forum for consultation and discussion of aims, policies,plan,activities,views and problems of member organization.

3. Review and promote progress in the fields of education, Braille literacy and computerised braille production, rehabilitation, vocational training, employment, social welfare services, prevention of blindness, and other programmes and schemes for the blind in Malaysia.

4. Solicit the support of the Government and other agencies for services,programmes and schemes to be carried out for the socio-economic advancement of the blind.

5. Present a common approach to relevant government bodies, the private sector, and the Malaysian public in general, on issues that may affect the welfare of the blind, and to liase with other organizations serving other categories of disabled persons.

6. Represent Malaysia in all international bodies concerned with the work for the blind, and appoint in Malaysian delegates to any national or international conferences.

Objectives

1. To have a fully- equipped Braille Printing Press to meet the needs of Braille Users in the country.

2.To provide a facility where organisations and individuals may receive prompt and realiable Braille transcription services.

3. To set up Braille Council Malaysia:

a) As the authoritative body on Braille, BCM is responsible for promoting the proper use of Braille at all levels of activities as enshrined in the UN Convention on the Rights of Persons with Disabilities and the Persons with Disabilities Act of Malaysia.

b) Standardise Braille usage, control the quality of Braille production for official use and to review the Malay Braille code, if necessary.

c) Conduct competency tests and issue certificates of proficiency.

d) Advise on the use of other Braille codes in collaboration with the World Braille Council of the World Blind Union.

Our Goal

1. To collaborate with the Ministry of Education, Malaysia in ensuring that blind and visually impaired students to enjoy their rights to braille text books and reference materials, whereby, giving them equal opportunities to education. Services provided by Member Organisations :- 1. Help the blind and visually impaired to learn to live independently

2.Vocational Training.

3.Sales of tools and special assistive equipment.

4. Library Services for Braille and audio books.

5. Children services and Early Intervention Programmes.

6. A Forum of Exchange - so that the Blind and visually impaired can exchange views and ideas working towards a better living for the future.
